Background
Energy use in buildings is a major contributor to GHG emissions in Europe. The European Commission estimates that 40% of the EU's energy consumption is related to buildings (EC, 2015). C40 sees energy use in buildings among the four areas in which cities should focus climate action before 2020 to achieve significant change (C40, 2016). Globally, more than 70% of GHG emissions are associated with cities.
In Budapest there is a huge building stock owned or used by the Municipality, its utility companies and institutions. One third of Budapest's energy use and pollutant emissions can be linked to buildings. Thanks to the dual municipal system in Budapest several authorities and related players are interested in energy efficient public building retrofitting and financing schemes.
The project aims to develop a platform that increases the rate of retrofitting of public buildings in Europe, especially in Southern and Eastern EU member states. This platform will help to secure the two main project goals: (1) improve knowledge sharing of best practices on public building retrofit; and (2) to develop new solutions for the upscaling of public building retrofits, like country-specific guidelines on green building procurement. These outcomes will contribute to accelerated retrofitting of public buildings in Europe.
The project is funded by EIT Climate-KIC, the EU's largest public-private partnership addressing climate change, and falls under the Low Carbon City Lab, a flagship programme that focuses on unlocking climate finance for cities.
